1 Make a paper cone.

Make a cone from construction paper with a radius of about 8 to 9 inches following our a basic cone hat tutorial.

You can also print out this birthday hat template on A4 or Letter size cardstock. The resulting hat will probably be a bit small so you will need to attach a chin strap. Do this by punching a pair of opposite holes near the base of the hat. Attach the ends of an elastic string around the holes.

2 Decorate the hat.

Decorate your hat with bright-colored circles or stars. You can either paint them on or cut paper shapes and glue them all around the hat.

3 Create hair.

Create about 15 to 20 pieces of colorful "hair" using either of these materials:

• Curly ribbons - cut curling ribbons into 10 to 12-inch long pieces. Curl the ribbons following these curly ribbons tutorial.
• Crepe paper - cut 1-inch wide strips of crepe paper in various colors. Crumple them up a bit so that they look slightly curly.

4 Tape the hair to the hat.

Tape the ribbons or the crepe paper strips inside the hat, along half of the hat's bottom edge.

5 Glue a hat topper.

Glue a large pompom at the tip of the cone hat. If you don't have one, crumple up a long strip of crepe paper into a ball and glue it at the tip of the cone.

6 Wear the hat.

Enjoy wearing your funny hat! For a complete clown look, use face paint to color your nose red.
